Jakarta, CNBC Indonesia – The government through the Ministry of Energy and Mineral Resources (ESDM) has designated 47 types of mining commodities as critical minerals. This is stated in the Decree of the Minister of Energy and Mineral Resources No.296.K/MB.01/MEM.B/2023 concerning Determining Types of Commodities Included in the Critical Mineral Classification. Minister of Energy and Mineral Resources Arifin Tasrif stipulated this Ministerial Decree on September 14 2023.

So what is the reason behind the government determining these 47 critical mineral commodities?

Answering this question, General Chair of the Indonesian Mining Experts Association (Perhapi), Rizal Kasli, said that one of the reasons behind determining the 47 types of raw mineral commodities was to support the development of domestic strategic industries.


“Indeed, these mineral materials are needed to support domestic strategic industries. So then they can also support the growth of industrialization in Indonesia,” he told CNBC Indonesia in the Mining Zone program, quoted Friday (20/10/2023).

Rizal said another reason behind the determination of 47 domestic critical mineral commodities was to improve the domestic defense and security sector. This is because the 47 types of critical minerals determined are considered very strategic for industrial growth.

“Well, this urgency is really necessary because considering the nature of this critical mineral, first of all it is very strategic for industry, especially domestic industry and defense and security industries,” he added.

Meanwhile, Rizal said that the designation of 47 types of critical minerals has a limited supply in the country.

“Even though we have several critical mineral groups, we have quite large resources and reserves. Well, this must also be considered for the future,” he stressed.

Apart from that, he believes that if the types of critical mineral commodities are not determined from now on, there is a possibility that Indonesia could experience a supply shortage, because these minerals are permitted to be traded abroad.

“If we let it go, that means we won’t process it domestically, so this will cause us to have a shortage of supplies in the future,” he concluded.

As is known, this Ministerial Decree stated that this decision was made considering “that in order to guarantee the supply of mineral raw materials for strategic industries in the country and improve the defense economy and national security, it is necessary to establish criteria and classification of minerals that are classified as critical minerals.”

The decision of the Minister of Energy and Mineral Resources has six important points. As for the second point, it states “Critical Minerals as referred to are minerals that have important uses for the national economy and national defense and security that have the potential for supply disruption and do not have suitable substitutes.”
