Jakarta, CNBC Indonesia – Presidential candidate pair Anies Baswedan and vice presidential candidate Muhaimin Iskandar were the only contestants who did not include the development of the Indonesian Capital City (IKN) in their vision, mission and work program documents.
In the vision, mission and work program document entitled A Fair, Prosperous Indonesia for All, the two candidate pairs only proposed nine Kalimantan development programs, namely becoming a world model for implementing a green economy, and involving local communities in every stage of development.
Meanwhile, other pairs of presidential election contestants, such as Ganjar Pranowo and Mahfud MD, specifically mentioned in their vision, mission and work program document entitled Towards a Superior Indonesia specifically the sustainability of the IKN program. They even ensure acceleration.
“Commitment to continue the development of the Indonesian Capital City in stages until IKN becomes a new balance point for development justice as well as a symbol of futuristic Indonesia,” quoted from the Ganjar-Mahfud vision, mission and work program document, Thursday (26/10/2023).
Likewise with the candidate pair Prabowo Subianto and Gibran Rakabuming Raka. Both included plans to continue IKN development in a vision, mission and work program document entitled Together with Advanced Indonesia.
“Continuing the development of the new National Capital City (IKN) in a sustainable manner,” was quoted from the vision, mission and work program documents of the two candidate pairs.
In fact, in the document, the construction of the IKN is included in one of Prabowo’s achievements as defense minister since 2019 by mentioning that Minister of Defense Prabowo repaired and increased the quality of Taruna Nusantara High School, built five new schools in West Java, East Java, South Sulawesi, West Sumatra, and Capital City of the Archipelago (IKN), and building two new polytechnics.

Executive Director of the Institute for Development of Economics and Finance (Indef) Tauhid Ahmad reminded that whether or not the IKN development policy is included in the vision, mission and work program documents for the presidential and vice presidential candidates will certainly affect the amount of use of the APBN.
Because, he said, the consequences of not including IKN development in the vision and mission program are on the budget side. If it is not a priority, the budget for project work will not be as big as those who prioritize it, such as the Ganjar-Mahfud MD and Prabowo-Gibran pairs.
“The consequence will be that APBN support for IKN development will definitely be different, Pak Ganjar-Mahfud’s APBN funding will be stronger because it is clear that the amount will continue, perhaps even bigger than Pak Jokowi,” said Tauhid to CNBC Indonesia, Jakarta, quoted Thursday (26/ 10/2023).
Even so, Tauhid considers that the IKN development policy will definitely not be stopped by any presidential candidate pair, because the costs of development that is already underway will be greater if it is suddenly stopped, and the effects of the development can also encourage the movement of economic growth.
“Even if it is not included in Anies’ vision and mission, he certainly has a technocratic version, then includes IKN in it. But once again, because it is not included in the vision and mission, it may not be a priority because it is not even mentioned literally,” said Tauhid.
Executive Director of the Indonesian Center for Reform on Economics (Core) Mohammad Faisal also said the same thing. According to him, the non-inclusion of IKN in Anies-Muhaimin’s vision and mission certainly shows the level of priority for its development.
If it is not a priority then the budgeting side will also not be a priority so it will affect the development process that is currently underway. However, Anies-Muhaimin will not immediately stop it completely.
“By not being included in the vision and mission, IKN is clearly not a priority for this couple, even though it may still be continued. But I don’t think that means it has to be stopped,” said Faisal.
Even so, the Executive Director of the Center of Economic and Law Studies (Celios) Bhima Yudhistira considers it normal for Anies-Muhaimin not to include the IKN development program in their vision, mission and work program. This is because the cost burden will be very high if it still has to be funded by the APBN.
“Because IKN is still quite controversial, including financing that is covered by the APBN. Meanwhile, the presidential candidates are bringing in new programs that also require money, so you have to choose whether to continue IKN, yes, the debt ratio is impossible to reach 30%, or it is difficult to achieve 7% growth,” said Bhima.
