Hooray! ASN Will Get 3 Month Incentive & Annual Bonus News – 22 minutes ago

Jakarta, CNBC Indonesia – The Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB) is currently overhauling the performance allowance scheme or additional employee income allowance (TPP) in the Draft Government Regulation concerning ASN Employee Management.

“And we have agreed with the Ministry of Finance which is currently preparing the RPP for regional tukin. So this RPP will be combined with the RPP for ASN management in chapter 8,” said Yudi at the Korpri event Greeting ASN with the theme Single Salary for ASN, Tuesday (24/10 /2023).


Incentives or bonuses that are part of providing motivational rewards in financial form, the portion will not be more than the basic salary that will take advantage of the single salary scheme. The remuneration mix portion is 40% for basic salary or fixed income, 30% variable (incentives and bonuses), 25% for benefits, and 5% for education costs.

“Later we will have 3 monthly incentives and an annual bonus, and in principle the salary that you have received now will not be reduced in the future,” said Yudi.

“So I want to clarify if there are issues that the single salary or total reward concept will cause ASN income to fall, once again it doesn’t. In fact, we want to improve the incentive scheme,” said Yudi.

According to Yudi, this incentive will later be given in the form of a bundle to the agency where the ASN works. Then, it will be distributed to the lower levels based on the unit’s performance predicate. The amount received by each unit in one agency will vary depending on the results of the unit’s performance.

“So the goal, ladies and gentlemen, is to win the performance of your unit, ladies and gentlemen, whatever your position, so we really base it on performance, the performance of our unit. That will divide the incentives or bonuses for the heads of each work unit, so once again there are no rupiahs in here,” said Yudi.

As for other additional income provided in the form of benefits, these are position allowances such as managerial position allowances, and individual allowances consisting of dearness allowances and holiday allowances (THR). Then there are social guarantees such as health insurance, work accident insurance, death insurance, pension insurance and old age insurance.

Then, there will also be facilities provided which are divided into two forms, namely monetary and non-monetary. For facilities in monetary form, this is the provision of leave allowance. According to him, the leave itself in the RPP will be an obligation for civil servants to take.

“If an employee goes on leave then the person concerned will be given a leave allowance. We are currently discussing with the Ministry of Finance what this amount is and the constraints remain the same as the budget in that agency. If the budget is not there, then the leave allowance cannot be given. So this is variable in nature, it can be given, “It may or may not be given, depending on the budget bucket of each agency,” he said.

As for those in non-monetary form, Yudi said, the benefits that ASN will receive include leave itself, transportation, housing, health, legal assistance, religion, recreation and fitness.

He said that this entire scheme, starting from improving the budgeting system, improving the total reward design, to improving the remuneration mix, is a fundamental improvement concept for ASN welfare which will be regulated in the RPP for ASN Employee Management.

This concept is currently being tested in 16 agencies, both central and regional. The centers are at the Ministry of Home Affairs, Ministry of Religion, KPK, PPATK, BPS, SAR Agency, LAN RI, and the Secretariat General of the DPR RI. Regional agencies include the Provinces of West Java, South Sulawesi, as well as the Regencies of Banyuwangi, Manggarai, Badung, West Manggarai, Sukabumi and Sorong.

“The concept that was explained to the pilot project agencies could or not have a budget for that support, so in principle there is no top up from the APBN so we will use the existing budget,” said Yudi.
